Meeting of Best Practice Group 2018

Meeting of Best Practice Group – BPG, which is affiliated group to the ACOMES meeting, took place in Paris on 15 May 2018. ACOMES meeting is a venue where representatives of the stockholding agencies and organisations holding emergency oil stocks meet once a year usually in September to share experience, knowledge and best practice for keeping of the emergency stocks. BPG is a smaller group which deals with topics from ACOMES meeting in more details or discusses its own specific topics. Slovak Republic was represented by a delegate from the Emergency Oil Stocks Agency.

Theme of BPG meeting was range of topics concerning technical, organisational and financial aspects of the emergency stockholding. Main topics of this meeting were especially:

  • forecasting models for development of oil consumption and stockholding obligation,
  • procedures for selection of contractual counterparties and services needed for emergency stocks,
  • issues of crisis management during oil disruptions,
  • impact of electric blackouts on oil security of particular countries.

Representative of EOSA agency presented his results of questionnaire survey he undertook among other BPG members, which was aimed at selection of counterparties and services in the area of emergency stocks. EOSA representative in this survey inquired especially about legislative requirements for the selection process, criteria for selection of storage operators, procedures for emergency stocks sale and releasing of emergency stocks during emergency situations.
