Rules for disclosure and providing of information (hereinafter as „Rules“)
relating to the Emergency Oil Stock Agency (hereinafter as „Agency“)
Providing the clarification / information related to the agenda of Members’ meeting to the Agency members |

1.1. |
In terms of paragraph 4.2(v) of Articles of Association of the Agency, members of the Agency have right torequest an explanation from the Board of Directors of the Agency on matters related to the subject-matter of the Members’ meeting discussion. The Board of Directors shall be obliged to provide explanations related to the subject-matter of the Members’ meeting discussion on request at Members´ meeting to every member. In fulfilling the obligation to inform members of the Agency, Board of Directors is also obliged to make sure not to provide information, disclosure of which is restricted under these Rules. If the Board of Directors is unable to provide the explanation to the member at the Members’ meeting, the Board of Directors shall be obliged to provide the explanation to the member in writing not later than 30 days following the date of the Members’ meeting. In their written explanation or in the response directly at the members’ meeting, the Board of Directors may refer the member to the Agency web site on condition that the response to the member’s request is contained therein. The explanation may be refused to be provided if it wouldbreach a legislative Act, Agency's commitment to maintain confidentiality or if the careful consideration of the content of the explanation results in the finding that provision of the explanation could harm the Agency or its member; or if the explanation may not be provided without disclosing the information concerning other member of the Agency, or other selected entrepreneurs to the extent in which this information is not publicly available. |
Providing other explanation / information to the Agency members |

In the event that amember of the Agency shall ask for other explanations or information not related to the subject-matter of any Members´ meeting of the Agency, or if a member of the Agency requests for explanations or information outside of the Members´ meeting, providing such information will be subject to prior consent of the Board of Directors while the Board of Directors is also obliged to make sure not to provide information, disclosure of which is restricted under these Rules. |
Providing any explanation / information to non-members of the Agency |

Providing of any explanation or information related to the matters of the Agency to non-members of the Agency is subject to prior written consent of the Board of Directors with respect to all limitations under these Rules. |
Minutes of the Board of Directors meetings |

Minutes of the Board of Directors meeting may be provided or make available to third parties only with the prior written consent of the Board of Directors while the Board of Directors is also obliged to make sure not to provide or make available information, disclosure or making available of which is restricted under these Rules. |
Other restrictions |

Board of Directors of the Agency must not provide sensitive information in accordance with section 4.3 of the Articles of Association of the Agency (hereinafter referred to as "sensitive information") to the members or non-members of the Agency neither any explanation or information that constitute classified information according to Act no. 215/2004 Coll. on the protection of classified Information and on amendments and supplementing of certain acts, nor which are subject to banking or tax secrecy. |

Provisions of these Rules shall apply not only to valid and effective legal acts (concluded contracts / documents) but also to the proposals of these legal acts (drafts of contract / documents) that will exist in any form, at the moment of the request toprovide the clarification / information. |

Should the information to be provided or made available in accordance with these Rules, be covered by binding obligation of confidentiality or such information is subject to business secrecy of any third party, such information may be provided or made available only with the prior written consent of the person concerned and the consent of the Board of Directors of the Agency. |

Members of the Agency´s boards are required to respect confidentiality of sensitive information, confidential information and facts whose disclosure to third parties could cause damage to Agency or endanger its interests or the interests of its members, and in the performance of its activities they must not prioritize their interests, the interests of only certain members of the Agency or interests of third parties over the interests of the Agency. |

Member of the Board of Directors, Supervisory Board member, CEO or employee who has access to sensitive information for the purpose of performance of his/her duties, must ensure to prevent any disclosure or access to sensitive information to the members of the Agencyor selected entrepreneurs or members of the Agency´s boards who do not meet the conditions under the paragraphs 13.2 and 13.3 of Articles of Associations of the Agency or any other person, except if determined by legislation. |
These Rules shall be respected and complied with by all of the Agency employees. |
